A one mbit connection is 128 KB/s max... in reality you'll get maybe 100 to 110 on adsl, on cable there is less data reduction due to losses over line distance so on cable you might actually get your top speed or on some even more. On my 20 mbit cable (2.5 MB/s) i managed to get 2.7 MB/s frequently. To get the top speed from utorrent it's a combination of availability of the file and the amount of connections made (amount of seeders x their connection speed allocated to sharing x amount of connections your pc / connection can handle = download speed).
